HARP Population Health Safe Harbor Standards

Overview

HARP Population Health provides de-identified, aggregate patient data in compliance with the HIPAA Privacy Rule's Safe Harbor standard for de-identification of protected health information. Under this standard, health information is considered de-identified if it does not identify a specific person and if the covered entity has no reasonable way to re-identify an individual based on that information.

For additional clarification, dashboard metric results of 10 or fewer patients have been removed from reporting and will be displayed as zero, where appropriate, or combined with “Unknown” values, where possible.
