HARP v.3.0 Release Preview

Overview

HealthInfoNet is currently preparing a major version release of its Health Analytics Reporting Platform (HARP). This release (version 3.0) includes modifications to the service’s backend and frontend systems and may involve impact(s) to users’ previously established use cases and workflows within the service.

Any updates to the original draft HARP v.3.0 release notes and/or timeline will be identified in the Change Log section of this document and communicated to users accordingly.

Release Timeline

This release will occur in a phased implementation according to the following timeline of events.

Summary

  • July 16: First phase release of HARP v.3.0 implemented for all users.

  • July 30: Second phase release of HARP v.3.0 implemented for all users.

  • August 13: Third phase release of HARP v.3.0 implemented for all users

Detail

  • June 28: Initial notice of HARP v.3.0 phased release sent to users.

  • July 9: Reminder notice of HARP v.3.0 phased release sent to users.

  • July 16: First phase release of HARP v.3.0 implemented for all users.

    • Users will obtain access to HARP v.3.0 for the first time; existing access to HARP v.2.0 (i.e., the current service version) will be retained. All access will be maintained on the current HARP reporting server.

    • At this time, there are no expected tangible impacts to users' access to HARP v.2.0.

      • Users should continue to perform their work in HARP v.2.0.

      • Users should begin to preview HARP v.3.0 to ensure it meets their use case and workflow needs.

      • Users should take note of their saved reporting dashboard configurations in HARP v.2.0 in anticipation of the second phase release on July 30 (see below).

        • Users should not yet create new saved reporting dashboard configurations in HARP v.3.0.

  • July 17: HealthInfoNet webinar held to provide an overview of the HARP v.3.0 release to users.

    • Users must register in advance for this webinar session here.

    • A recording of the webinar session will be made available to users for future reference here.

  • July 23: Reminder notice of HARP v.3.0 phased release sent to users.

  • July 30: Second phase release of HARP v.3.0 implemented for all users.

    • Users' access to HARP v.2.0 and HARP v.3.0 will be migrated from the current HARP reporting server to the new HARP reporting server.

    • At this time, users' previously saved reporting dashboard configurations in HARP v.2.0 will be lost.

    • Users should take note of the HARP v.3.0 tabular exports - and begin to adjust internal processes that leverage them - in anticipation of the third phase release on August 13 (see below).

  • July 31: HealthInfoNet webinar held to provide an overview of the HARP v.3.0 release.

    • This webinar session will be a repeat of the July 17 session.

    • Users must register in advance for this webinar session here.

    • A recording of the webinar session will be made available to users for future reference here.

  • August 6: Reminder notice of HARP v.3.0 phased release sent to users.

  • August 13: Third phase release of HARP v.3.0 implemented for all users

    • At this time, users' access to HARP v.2.0 will be lost.

      • Users must exclusively perform their work in HARP v.3.0 ongoing.

      • Users' use of the service’s tabular exports may have changed from HARP v.2.0 to HARP v.3.0; users must adapt their processes accordingly.

  • August 14: HealthInfoNet office hours session held to review users' questions about the HARP v.3.0 release.

    • Users must register in advance for this office hours session here.

    • A recording of the office hours session will be made available to users for future reference here.

MaineCare Eligibility Criteria

HARP v.2.0 currently provides two filter options for users to stratify their attributed patients based on MaineCare (Medicaid) eligibility: (1) MaineCare Eligible Member and (2) MaineCare Eligible Encounter.

To improve performance and streamline use cases within HARP v.3.0, the MaineCare Eligible Encounter filter has been removed altogether. Users will continue to be able to identify their attributed patients who are active, eligible MaineCare members by using the MaineCare Eligible Member filter; however, they will not be able to identify (a) attributed patients who had a MaineCare-eligible encounter in the last year regardless of their current eligibility status or (b) all MaineCare-eligible encounters among their attributed patients. Chronic Condition Filter

The ongoing removal of the Risk Model/Class filter in HARP v.3.0 that currently exists in HARP v.2.0 on the Utilization Profile and Patient Utilization dashboards has been previously communicated in the Frontend Modifications section.

However, to retain a priority use case of stratifying attributed patients by those with a present chronic condition, a new Chronic Condition filter has been added to the Insights dashboard.

HARP Utilities

A new suite of reporting, known as HARP Utilities, has been introduced as a value-add offering to the HARP suite that provides users with additional information about some of the key administrative underpinnings (e.g., patient attribution and user permission configurations) of the service.

HARP Utilities will be released to all existing users on July 30 in conjunction with the second phase release of HARP v.3.0. At that time, users will receive access to a “HARP Utilities” item within their “Reporting” menu.

HARP Limited

As part of this major release, the Office of MaineCare Services' (MaineCare) users of the HIE’s MaineCare Analytics Platform (MAP) and MAP Limited services will transition to HARP. Within HARP, these users' access will be controlled by role-based permissions that inform the exact type and amount of patient health information they are able to view within reporting based on MaineCare’s data authorization agreement with HealthInfoNet.

HARP Limited is a tailored suite of reporting dashboards designed specifically to accommodate the use cases and workflows of MaineCare’s Emergency Department (ED) Collaborative. No other users beyond those belonging to the ED Collaborative will obtain access to these dashboards.
